As readers of www.acsmustbestopped.com and other informed people as well already know, when the numbers of children who are removed by ACS spikes so do the numbers of child fatalities among families known to ACS.

ACS Commissioner Mattingly knows it. He is plagued with guilt and so he acts in a bizarre manner.

New York's Mayor Bloomberg knows it, but he is committed to continue the disaster, lest he be forced to admit not only the enormous failure, but to open the City and State to gigantic lawsuit settlements. Publicly he philosophically accepts that a Mattingly is the best one can hope for to run "an agency like this."

"Get tough" rhetoricians in the press do not want to talk at all about this. No, They want more removals, more artificial orphans and for that they really are pushing for more children dead who didn't have to die. This is how they want to interpret the long overdue and actually mild report by the New York City Department of Investigations documenting lying, lazy, incompetent, fraudulent investigations that have lead to children dying in New York City. They do not look at the flip side of this coin- the children needlessly taken from their families,children who have parents being declared "orphans" and being "freed" for subsidized adoption (foster care with another name).

My wife has a heart of gold. This is why I love her. She investigated becoming a foster mother because although she knows that most of the children being turned into foster children don't need to be so, she wants to give one or more of them a chance not to be abused until and if their parents can regain them, because with her or without her these children are going to be kidnapped by the government.

She went to a meeting of prospective foster parents where she was told not to become attached to a foster child.

Think about that for a moment. Don't become attached to a child you are caring for. In other words don't give this traumatized child who was just kidnapped any solace, any warmth, any love. Wonderful! Is it any wonder foster children are more likely to become prisoners, more likely to become victims or perpetrators in violent relationships, more likely to become dependent on society than any child who remains with "troubled" parents?

Imagine yourself as a four year old child. Some strangers come into your home and either your mother tearfully hands you over to them or she fights and you watch her being pushed and maybe handcuffed by police. Then you are whisked away. You try to hold on to someone. The one who grabbed you. There must be a reason why. Then you get to a strange building. The one you've been trying to hold onto pushes you away and puts you in a room where you cannot hold onto anyone. Then you are sent to somewhere where the adults are distant (I'm assuming no actual abuse, which is questionable too). You can't see your mother for another two weeks. When you do see her you are in a room with lots of people. She is crying. You are crying. They take you away again...


I worked within this system for ten and a half years, the years of "reform." The "Reform" continues and so does the failure, the list of dead children grows and this inherently cruel, acknowledged fraudulent and unreformable system cannot even keep an accurate count of the children it swallows up.

Time to shut it down.

Bloomberg Defends Commissioner Despite Report on Child Deaths


NEW YORK (AP) -- Mayor Michael Bloomberg defended the city's child welfare commissioner on Friday, a day after a damning report concluded 10 children had died as a result of the agency's inept investigations.

On his weekly radio show, Bloomberg called John B. Mattingly, head of the Administration for Children's Services, "as good a guy as you're ever going to get to head an agency like this.''


I want to underline that the flip side of a lying, lazy, incompetent, rushed investigation that results in a child dying is the same kind of investigation resulting in a needless child removal, which when you look at it for what it is, is a kidnapping that ought to be prosecuted, and for whom the victims ought to get recompense. Well, there are thousands and thousands of them.....
(Attorneys take note!)

Mayor Mike, you have hit the nail on the head. An "agency like this" is an automatic catastrophe and no person with competence and integrity will be found to run it. (Except if given the mission to take it down in not too gradual stages).

Imagine, and it is scary, John Mattingly stepping down to be replaced by Zeinab Chahine!

Eleven years of "reform" are enough! Shut down the ACS Division of Child Protection. Fire Chahine and Mattingly now!

ACS Must be stopped will be at City Hall





New York City's Department of Investigations has just discovered that after ten years of so called "reform" the Administration for Children's Services Division of Child Protection, for which I worked for over ten years, is more messed up than before.

When I tried to inform the ACS Commissioner of some of the same problems and also the DOI what I got for my efforts was an investigation of me. They found unauthorized emails and links on my desktop, me one of thousands, and brought charges against me.

ACS knows all and more than what the DOI is telling the Mayor now. They have willfully not wanted to know.

Mattingly, the commissioner is one of these white guys in a suit who likes to say things like "I'm responsible" "The buck stops here" and "I call 'em like I see "em" but he also likes to say and says more these days than before "It's not my fault."

NEW YORK (AP) -- City workers charged with investigating child abuse and neglect reports sometimes simply took parents at their word when they denied the allegations. Sometimes they closed cases without even trying to interview people who probably had relevant information.
At least one manager doctored records -- after a child died -- to make it look as though he had been on the case more diligently than he had.
Spotlighting those problems and more, a damning new report on the city child welfare agency called for significant changes after 10 children died as a result of bungled investigations..."

Ramon Vargas is one of many incompetent managers at ACS who is shielded with an aura of impunity.

ACS has had ten years of "reform" under three different commissioners and two mayors. It's time to admit it, that the monstrosity cannot be fixed. No doubt ACS is in fact one of the better run CPS operations in the country and it is atrocious.It's time to shut down the Division of Child Protection (investigative arm of ACS) and step away from all cases that re not police matters of real abuse. Let NYPD investigate crime and make the appropriate arrests. Let the police place the children who are then without parents with friends or relatives. If there are none let a very slimmed down temporary foster care department place the children.

Perhaps some of the people who now bungle these investigations for a living can be hired to build the Second Avenue Subway, and real professionals, like retired teachers and psychologists, can be hired to advise and assist parents who are in distress.
